Language is a huge barrier as well as ingenuity.

Have worked with China for years. Many employees (not everyone of course) are capable of doing a task if it is laid out exactly as it is supposed to be. Many of these countries have excellent school systems for math and science, but really lack any instruction om critical thinking or problem solving. And this definitely shows in the workforce.
